The amount paid last year as advances, pending the adjustment of accounts which has now been completed, was £20,005. 45.
This balance will be charged against the proper item - Colonial Defence Works! A re-vote will be necessary.
The balance above-mentioned as still outstanding will of course have to be voted also.
But I must point out that the Colony has more than exhausted the vote on the Estimates of 1890 for "Contribution to Imperial Government in aid of Military Expenditure," but it may now be seen that the Colony is not in a position to pay the sum referred to out of Revenue, inasmuch as there will be a deficit at the end of the year, as it is at present.
